Rowhouses, condos and co-ops: flooring in Washington homes
Washington is its own jurisdiction with its own building department, and the housing is older and more vertical than the suburbs. The classic DC home is the early 20th century brick rowhouse, thousands of them built by Harry Wardman and others in Columbia Heights, Petworth, Bloomingdale, Brightwood and 16th Street Heights, with Victorian rows on Capitol Hill and Federal-era houses in Georgetown. Almost all have wood subfloors over joists on the main and upper levels and a basement or English basement on slab. Detached houses in Chevy Chase DC, Cleveland Park and American University Park date mostly from the 1900s to 1940s and follow the same pattern. Then there are the mid-century co-ops along Connecticut Avenue and the newer condos in Navy Yard, NoMa and Shaw, which are concrete on every floor.
DC’s building department treats floor coverings as work that does not need a permit, so replacing carpet or vinyl with LVP or laminate in a house requires no filing. Condo and co-op boards are stricter than the city. Most require an alteration form, a certificate of insurance and a sound-rated underlayment, and some older co-ops still limit how much of a unit can be hard surface. Elevator reservations and freight-entrance hours are typical, and street parking for a crew truck often means planning around residential permit zones.
The projects we see most in Washington are whole-unit LVP in condos, carpet-to-laminate on rowhouse bedroom floors, and LVP through an English basement that is being turned into a rental. Engineered hardwood comes up when a main-floor renovation needs to match original oak.
One tip for rowhouse owners: the floors often slope toward the middle of the house after a century of settling. A floating floor will follow that slope, so ask us to check it with a straightedge at the measurement and price any leveling up front.

Not for a like-for-like floor replacement. The District’s building department lists floor coverings among the jobs that do not require a permit, alongside painting and similar finish work. If the project grows into moving walls, changing stairs or adding a bathroom, permits come into play, but a floor swap on its own does not.
Yes. Older Washington co-ops and condos often require a specific sound rating for underlayment, and some cap the share of a unit that can be hard surface or require board approval first. Send us the flooring section of your house rules before the measurement. We will match the underlayment spec, provide the certificate of insurance and put it all in the fixed price.
LVP. Below-grade rooms in DC rowhouses see ground moisture and the occasional backup, and LVP’s waterproof core handles that where laminate and wood would not. It floats over the existing slab, or over old tile if it is flat, and the attached pad takes some of the hardness out of concrete underfoot.
We plan it before install day. In rowhouse neighborhoods we ask about alley access and residential parking zones so the crew truck can unload close to the door. In condo buildings you reserve the freight elevator and loading area for the date we set, and the crew brings all material in a single trip.
Usually, yes. LVP and laminate both float, so they can go over tile, sheet vinyl, hardwood and concrete as long as the surface is flat within roughly 3/16 inch over 10 feet. They cannot go over carpet, cushioned vinyl or another floating floor. The installer checks flatness at the measurement and prices any prep as its own line.
