What we run into under Reston floors

Reston was laid out village by village starting in the early 1960s, and the housing follows that timeline. Lake Anne came first, with modernist cluster townhomes like Hickory and Waterview, and in many of those the lower level is a slab rather than a full basement. Hunters Woods and South Lakes filled in through the 1970s with contemporaries and colonials, many with walk-out basements facing the lakes. North Point is the newest village, built out in the 1980s with patio homes, townhomes and single-family colonials on plywood over joists. Around Town Center the stock is mid-rise and high-rise condo, which means concrete on every level.

Reston sits in Fairfax County, and the county lists replacement of flooring material as work that does not need a permit, so a like-for-like swap is paperwork-free. The Reston Association Design Review Board only looks at exterior changes, so new floors inside your home are not its concern. Condo associations are a different story. Many of the buildings near Town Center require a sound-rated underlayment under hard-surface floors and want the spec approved before work starts. We ask for the building’s rules at the measurement visit, book the freight elevator where the building requires it, and build the underlayment into the fixed price.

Three project types come up most here. Whole-condo LVP at Town Center and along Reston Parkway, where one product over the whole unit removes a stack of transitions. Carpet-to-laminate upstairs in North Point and South Lakes colonials, usually bedrooms plus the hall and stairs in a single visit. And LVP on lower levels near Lake Audubon and Lake Thoreau, where a walk-out that has been damp once is no place for anything that is not waterproof.

One tip for older Reston townhomes. Original hardwood or parquet is common, and both are fine to float LVP or laminate over as long as the floor is flat within roughly 3/16 inch over 10 feet. Removing it is an add-on line you may not need.

No. The RA Design Review Board reviews exterior changes such as decks, fences, siding and paint color. Interior flooring is not on its list, and cluster associations generally focus on exteriors too. Condo associations are the exception: many Reston condo buildings have their own rules for hard-surface floors and underlayment, and we follow them to the letter.

Not for a like-for-like replacement. Fairfax County Land Development Services lists replacement of flooring material among residential projects that do not require a permit. Reston is unincorporated, so the county is the only jurisdiction involved. If your project grows into moving walls or plumbing that changes, but a floor swap on its own is permit-free.
