For a like-for-like replacement, the county’s own permitting guidance lists floor coverings among the projects that most likely do not need a permit. That covers swapping carpet, vinyl or old hardwood for LVP or laminate. If you are also moving walls, adding a bathroom or finishing an unfinished basement, those parts of the project would need permits.
