Herndon has two layers. Inside the Town of Herndon, the streets around Elden Street and the historic district hold late 1800s and early 1900s houses, plus a mix of mid-century homes on the blocks around them. Those older houses tend to sit on crawlspaces or shallow slabs, with original pine or oak upstairs and a few generations of flooring stacked on top. Outside the town line, with a Herndon mailing address but Fairfax County services, are the 1980s and 1990s subdivisions: Kingstream, Chandon, Fox Mill Estates, Franklin Farm and Hiddenbrook, mostly colonials on plywood over joists with full basements. McNair Farms and Woodland Park added townhomes and garden condos from the 1990s on.
Permits depend on which side of the line you are on, but the answer is the same. The Town of Herndon’s building inspections office lists floor coverings among the common repairs that do not need a permit, and Fairfax County says the same about replacing flooring material. Where it gets specific is the condo buildings at Worldgate, Fox Mill Station and along the Dulles Toll Road. Most have a sound-rating requirement for hard floors above the ground level and want to see the underlayment spec first. We handle that approval and price the underlayment into the quote.

No. The town runs its own building inspections office, separate from Fairfax County, and its list of common repairs that do not need a permit includes floor coverings. Homes with a Herndon address outside the town line fall under Fairfax County, which also exempts replacement of flooring material. Either way, a like-for-like floor swap needs no paperwork.
Not for interior work. The Historic District Review Board looks at exterior changes such as windows, siding and roofing. What we do notice in those older houses is uneven original subfloors and several layers of old flooring, so the measurement visit matters more. The installer checks flatness and moisture before the price is final, and that price does not move afterward.
Usually, yes. Most multi-unit buildings in Herndon require a sound-rated underlayment beneath any hard-surface floor above the ground level, and many ask to approve the product before installation. Send us the association’s flooring rule or let the installer read it at the visit. The correct underlayment is added to the fixed quote, not tacked on later.
