Vienna housing, town rules and the jobs we do most

The Town of Vienna sits inside Fairfax County but runs its own zoning and planning, and its housing is a patchwork. Close to Church Street and Maple Avenue the original stock is 1950s and 1960s ramblers and colonials on smaller lots, many expanded, and a growing share torn down and rebuilt as large new houses. Vienna Woods is mostly 1960s and 1970s construction, Windover Heights holds the town’s historic district with homes going back a century, and out toward Wolf Trap the lots get bigger and the houses newer. Underfoot that means plank or plywood over joists in the older homes, crawlspaces and partial basements in the ramblers, and full basements with slab floors in the rebuilds.

Replacing a floor with a new floor is finish work, and neither the town nor the county requires a building permit for it. Where the town does get involved is structural change, so if we ever find joists or a subfloor section that must be replaced we tell you before anything else happens. Townhome and condo communities near the Vienna Metro and along the Tysons edge often have their own rules on underlayment sound ratings for upper units, and we quote the compliant pad once we see the bylaws.

No. Swapping carpet, vinyl or old hardwood for a new floating floor is cosmetic work, and neither the Town of Vienna nor Fairfax County asks for a building permit for it. A permit would only come into play if the structure underneath had to be rebuilt, which is rare and something we would flag at the measurement visit rather than on install day.

Usually, yes. The catch is that each addition tends to sit at a slightly different height, and the old and new subfloors may be different materials. Our installer checks each seam with a straightedge. If the difference is within what a floating floor tolerates, we run it straight through; if not, we level the low side, and that cost is already in your fixed price.

Often there is, especially in the 1950s and 1960s houses near the town center. Sometimes it is worth refinishing, and we will say so. When it is patched, cupped or stained through, a floating LVP or laminate floor can go right over it as long as it is flat within roughly 3/16 inch over 10 feet. We check that before quoting, so there are no surprises.

LVP. Those lower levels are usually slab on grade or partly below grade, and in a wet spring the slab can carry moisture even when it looks dry. LVP has a waterproof core and an attached pad, so it shrugs that off. Laminate is water-resistant only and is not the right product for a level that has ever taken on water, so we do not recommend it there.
