Almost everything in Ashburn was built after 1986, when Ashburn Farm broke ground on the old dairy land off Route 7. Ashburn Village followed with its own mix of single-family homes, townhomes and condos, then Broadlands and Belmont through the 1990s and 2000s, and Brambleton, Loudoun Valley Estates and One Loudoun after that. The construction is consistent: plywood over engineered joists on the main and upper levels, poured concrete basements under most single-family homes and many townhomes, garage-level slabs under others, and concrete on every level of the newer mid-rise condos near the Metro. That consistency is good news for floating floors, because the subfloors are usually flat enough to go straight over.

Those HOAs write their architectural rules around exteriors: siding, fences, decks, paint. Interior floors are yours to choose. Condo associations are different, and if your unit is in a stacked building we will ask for its flooring rule before we quote.
Replacing flooring is cosmetic work, and Loudoun County does not typically require a building permit for it as long as no walls, plumbing or electrical are touched. Ashburn has no town government of its own, so the county is the only authority involved. We install a like-for-like floor swap without pulling a permit, which matches how the county treats it.
