Two jurisdictions share the Falls Church address. The independent City of Falls Church covers Broadmont, Greenway Downs, Virginia Forest, Whittier Park, Cherry Hill, Winter Hill and the streets off Hillwood Avenue. Outside the city line, Fairfax County takes over in Lake Barcroft, Sleepy Hollow, Pimmit Hills, Seven Corners, Bailey’s Crossroads and Idylwood. The oldest stock dates to the 1920s through the 1940s along Broadmont and Greenway Downs, with 1950s ramblers and splits in Pimmit Hills and Lake Barcroft, 1949 condos at Winter Hill, late 1970s townhomes at Cherry Hill, and scattered new builds replacing small houses in Virginia Forest and Broadmont. Under all that: plank or plywood over joists in the old houses, crawlspaces and partial basements in the 1940s and 1950s homes, slabs in the condos, and full basements under the rebuilds.

Both jurisdictions treat flooring as finish work. The City of Falls Church says plainly that you can add or replace carpet, tile or hardwood floors without a permit, and Fairfax County lists replacement of flooring material as exempt. Condo buildings at Winter Hill and around Skyline and Seven Corners have their own requirements, usually a sound-rated underlayment for upper-floor units and sometimes an elevator booking, and we quote the correct pad once we see the rules.
