No. The city’s own guidance says homeowners can paint, add or replace carpet, tile or hardwood floors, and replace cabinets, without a building permit. If your Falls Church address is actually in Fairfax County, the same is true there, since the county lists replacement of flooring material as exempt. A permit only enters the picture if structure under the floor has to be rebuilt.
