Oakton is unincorporated Fairfax County, and most of it was built between the 1970s and the 1990s. Waples Mill Estates, Miller Heights, Oakton Mill Estates and the Manors of Fox Mill are large colonials and contemporaries on half-acre and bigger lots, while Oakton Terrace and Oakton Forest date to the 1960s and 1970s on generous lots that have since been heavily renovated. Hunters Branch, near the Vienna Metro, is 1990s and early 2000s townhomes and condos, and newer custom builds keep replacing older houses along Hunter Mill Road and out toward Vale. Underneath, the colonials mostly have full basements with a slab and plywood over joists above, the townhomes have a slab at garage level, and the custom rebuilds usually come with a finished lower level.
Fairfax County does not require a permit to replace flooring material, so a carpet-to-laminate or hardwood-to-LVP job needs no paperwork with the county. Homeowner associations here mostly care about the outside of the house, but the condo buildings at Hunters Branch and elsewhere along the Metro corridor can have underlayment sound-rating rules for upper units and may ask for notice before work starts. No. Fairfax County’s own list of work that does not need a permit includes replacement of flooring material, and Oakton is unincorporated county, so that is the only jurisdiction that applies. If the job ever grew to replacing joists or a structural section of subfloor, that would be different, and we would tell you before starting. Association rules are separate, and we ask for those up front.
Per step, as a separate line in the estimator, so you can see the stair cost apart from the rooms. Most Oakton colonials have one main staircase and often a second to the basement, and the estimator lets you enter each. Laminate is the usual pick for stairs because of its wear layer and texture. The crew fits each tread and riser on site.
Yes, with LVP. Once the source of the water is fixed, LVP’s waterproof core and attached pad make it the right floor for a slab that has been wet. We check the slab for flatness at the measurement, since it has to be within roughly 3/16 inch over 10 feet, and any leveling compound is part of your fixed price. We would not put laminate down there.
Two things. The garage level is usually a slab, and the levels above are plywood, so we sometimes use a different underlayment on each. And the community may have rules about work hours or sound-rated pads if you share a wall or floor with another unit. Bring the bylaws to the measurement and the quote will already reflect them. The install itself is still 1 to 2 days.

They cannot go over carpet, cushioned vinyl or another floating floor, so those come out first, and removal is priced as its own line in the estimator.
