Not for swapping one floor for another. Fairfax County Land Development Services lists replacement of flooring material and replacement of tiles among projects that do not need a permit. Centreville is unincorporated, so no town office is involved either. Structural changes, plumbing or electrical would change that, but a floor replacement on its own is permit-free.
