Not for swapping one floor for another. Fairfax County Land Development Services lists replacement of flooring material and replacement of tiles among projects that do not need a permit. Carpet has to come out first; a floating floor cannot sit on it. Removal and haul-away is priced as its own line. Once the slab is exposed the installer checks it for flatness and moisture.
